The bill entitled “Eliminating Abusive and Rampant Neglect of Interactive Technologies Act of 2020” (EARN-IT) was introducted today in Senate to make amendments to the Communications Act of 1934, section 230, known as the Communications Decency Act of 1996. The aim is to “develop recommended best practices,” for digital service providers to implement in combating “online sexual exploitation of children, including the enticement, grooming, sex trafficking, and sexual abuse of children and the proliferation of online child sexual abuse material.” The bill recommends special considerations for law enforcement in their investigations and prosecutions on victims of sexual abuse.
